this was the core of my idea around rippledown rules and expert systems evaluating experimental merit for investment in new medicine or medical techniques - especially useful in the need to get better cheaper medicine for 3rd world countries where there is no financial incentive from western companies eg. HIV treatments, vaccines etc.
